About me

I work at the intersection where power is being redefined: technology, governance, and geopolitics.

As an academic practitioner and strategic advisor, I help governments, multilateral institutions, and private organizations anticipate risks, strengthen institutions, and respond effectively to digital and geopolitical challenges.

My perspective integrates applied research with more than two decades leading technology, digital transformation, and cyber-resilience programs across Latin America and Europe. This operational background allows me to translate complex technological trends into clear policy implications, and convert geopolitical risks into institutional decisions that reinforce resilience, competitiveness, and public value.

My work centers on four core domains:

1) governance and institutional design,
2) cyber diplomacy and cybersecurity strategy,
3) state adaptation to technological and geopolitical disruption.

4) public policy

As an Expert with the EU CyberNet initiative, I support countries in developing national cybersecurity strategies, digital governance frameworks, and institutional readiness programs. I collaborate with ministries, regulatory agencies, and public institutions that require strategic insight grounded in operational realities, as well as private organizations seeking to align enterprise resilience, digital governance, and risk management with national priorities.

I also hold academic leadership appointments within international higher education institutions operating across Africa, Europe, and Latin America, contributing to stronger knowledge ecosystems, state capacity, and cross-regional collaboration.

My applied research explores digital diplomacy, international relations, and the governance of artificial intelligence. I draw on comparative case studies, public policy analysis, and field collaboration with governments, international organizations, and private partners. My aim is consistent: to produce frameworks and analysis that decision-makers can use to navigate uncertainty, manage technological transitions, and reinforce institutional performance.

My academic foundation integrates business, technology, and international affairs, with degrees in business and marketing, advanced studies in management and international business, and doctorates in Computer Science and International Relations. This foundation is strengthened by specialized programs in Public Policy (George Washington University), Strategy Execution for Public Leadership (Harvard Kennedy School), and Organizational Leadership (IMD, Switzerland).

My purpose is clear: to connect research, policy, and institutional mission in ways that strengthen governance, reliability, and sustainable development in an increasingly digital world.
